How does this issue affect our government at the local, state, and national levels?
Strays can spread diseases, like rabies and other forms or strands that are very dangerous. Native species could be vulnerable to these strays and are being threatened from the growth them. With more stray animals you have the dead to clean up. The more strays there are the more crowded pounds become. Animal shelters can only hold so many animals. This also means a higher demand for chemicals to euthanize these animals.
Every year, millions of tax dollars are spent on either care for these strays, or on ways to kill/put them down.

My family believes that this problem causes animals to be homeless and therefore live miserable lives. It also causes problems for home owners when strays get into garbage and such. The best option would be to spay and neuter them to reduce the amount of offspring they create.

The United States along with other countries also deal with the issue of animal overpopulation. Other countries sometimes trade with the United States for products to help anesthetize or even euthanize animals.
