Importance

  • This issue was very important as some southern states had so many slaves that this could significantly increase their taxes or their representation in congress

Compromise

The Problem

  • States could not decide on how to count slaves
  • Some states (mostly those without slaves) wanted the slaves to be counted for how much taxes a state pays
  • Other states (mostly those with slaves) wanted the slaves to be counted for how many delegates the state got to send to congress.
  • After lots of arguing and shouting, the states finally came to a solution
  • It was decided that 3/5 of a state's slaves would be counted for taxes, and 3/5 of their slaves would also be counted for representation
  • Most states were fine with this plan

Southern States

  • The southern states contained a lot of farms and plantations, and relied heavily on slave labor
  • The southern states wanted slaves to be counted for representation in congress as each state owned tens of thousands of slaves and would be able to send many more delegates to the House of Representatives

Northern States

  • The Northern States were more focused on factories and industrial stuff, so they didn't own many slaves
  • Some of the states even wanted to abolish slavery
  • These states wanted to count slaves for taxation because they wouldn't have to pay as many taxes, and the southern states would be given an incentive to lessen their amount of slaves
