FLARING AND

VENTING

Flaring and venting are used when...

  • Gas cannot be stored
  • It is not reasonably practicable to sell the gas
  • Not suitable for re-injection
  • To prevent hazards to employees or public when abnormal conditions occur

FLARING AND VENTING CONCERNS

FLARING OR VENTING?

  • Toxicity of the gases being disposed
  • environmental impacts - global climate change particularly
  • identifying how much gas is being released
  • wasting natural resources
  • Generally FLARING
  • VENTING used when...
  • There is a high concentration of inert gas present.
  • Neighbours of onshore oil and gas developments sometimes prefer venting because it is less visible and produces less noise.

VENTING

BUT...

Company's commercial aims are consistent with environmental and safety aims

  • Controlled RELEASE of gas into the atmosphere
  • No combustion
  • Not visible
  • Generates noise dependent on pressure and flow rate of the vented gases
  • Predominantly produces Methane emissions
  • Larger effect on global warming
  • Key Legislation: Energy Act 1976
  • Consent can be issued for several years

OVERVIEW

  • What is Flaring?
  • What is Venting?
  • When is it used?
  • Concerns
  • Legislation/Regulations
  • Summary

LEGISLATION/REGULATIONS

  • Regulate gas production and exploration as well as supervising gas flaring and venting
  • Approve and issue flare and vent gas consents
  • Energy Act 1976
  • Petroleum Act 1998

CONSENT APPLICATION:

FLARING

  • Proposed date flaring is to commence
  • Main flaring and venting assumptions
  • Method of flaring and venting volumes
  • Detailed description of procedures
  • Controlled BURNING of gas
  • Combustion occurs
  • Visible
  • Generates noise and heat
  • Predominantly produces Carbon Dioxide emissions
  • Less effect on global warming
  • Key Legislation: Petroleum Act 1998
  • MAX consent: 1 year

SUMMARY

WHAT?

The controlled burning or release of gas that cannot be sold or used commercially

WHY?

To reduce the risk of fire and explosion.

WHEN?

Venting is used when there is a high concentration of inert gas present in the associated gas.

Flaring is used when gas toxicity can be reduced by combustion.

REGULATIONS?

Operators must apply to DECC for consent and seek to reduce gas emissions by minimising the use of flaring and venting
