Arnall's Accomplishments

-In 1966, Arnall again ran for the governor's office.

--He was defeated in the primary by Lester Maddox.

-He quickly took steps to correct the problems with university accreditation that took place under Eugene Talmadge's time as governor.

Ellis Arnall

-The General Assembly passed a constitutional amendment that made the board of regents a separate entity, no longer under the influence of the governor.

-The terms of the regents were staggered so that someone with experience was always serving on the board.

-Ellis Gibbs Arnall defeated Eugene Talmadge for governor in 1942.

--After an amendment to the constitutional was passed, Arnall was the 1st governor to serve a 4 year term.

-When he was he became governor in 1943, he was the youngest governor in the nation.

-He created a board of corrections to oversee state prisons & parole board to handle those requests.

-These actions led the Southern Association of Colleges and Schools to restore accreditation to Georgia's colleges and universities.

--Arnall also removed the prison system from the governor's control.

-He also abolished the poll tax, and a new state constitution was adopted in 1945, under his leadership.

-Arnall is probably best known for leading GA to become the first state in the nation to allow 18 year- olds the right to vote.

--When young men were drafted into the armed forces during WWII, Arnall argued that if they were old enough to fight for their country, were old enough vote for country's leadership.
