The tie between siblings is often the longest lasting relationship that a person ever experiences. Social science research makes clear that strong bonds between brothers and sisters can develop very early in childhood. Many children spend more time with their siblings than with anyone else, and siblings who grow up together accumulate a store of shared memories that can shape each sibling for life. Children with absent, dysfunctional, or warring parents often form stringer bonds with each other that provide comfort, nurturing, and secure emotional attachments.

Brothers and sisters separated from each other in foster care experience trauma, anger, and an extreme sense of loss. Research suggests that separating siblings may make it difficult for them to begin a healing process, make attachments, and develop a healthy self-image.
How Will This Amendment Work
All orphaned siblings will be housed together in an orphanage or center until an adoptive family agrees to take care of them all. This ensures the mental and emotional health of the children that are orphanes at a young age. Tests show how the traumatic experience affects orphans in adulthood, so this is amendment will prevent any future mental/emotional to the already afraid children. In the case that no one adopts the siblings, the first sibling that becomes 18 will be given full custody and responsibility of their sibling(s), after proving they are physically, mentally, and financially able to take care of their siblings.
According to the book, Family Law Reimagined, "Sometimes, siblings are left with no way to stay in touch with each other. When siblings placed in different households have had the chance to write or speak publicly about their experiences, they have emphasized the pain, sadness, and complete shock that separation can inflict."
This 28th amendment should be passed for the rights of siblings in foster care. Separating them could cause major situations mentally and physically for siblings.
