"The Four Monarchies" is about Assyrian, Persian, Grecian, and Roman. Which talks about the historical distance between them.
Each poem (consists of 4 poems) is a series of orations;
the first poem, "The Four Elements," is about earth, air, fire, and water
the second poem, "The Four Humors of Man," is about choler, blood, melancholy, and flegme
the third poem, "The Four Ages of Man," is about childhood, youth, middle age, and old age
the fourth poem, "The Four Seasons", is about spring, summer, fall, and winter.

Basically it means Gods strength is far greater than earthly pain.
That the suffering of her heart is filled with sorrow. And the pains are making her become weaker and her body knows that. She can't sleep because her mind is awake. Soaked with tears that come from her eyes with sadness. Then becoming exhausted. Not able to cry anymore. Then looking up to Him who will help anyone in misery. He chased away the bad and opened her eyes to know shes safe. He eased her of grief and her pain. And "brought her to shore from the troubled open ocean".
In anguish of my heart replete with woes,
And wasting pains, which best my body knows,
In tossing slumbers on my wakeful bed,
Bedrenched with tears that flowed from mournful head,
Till nature had exhausted all her store,
Then eyes lay dry, disabled to weep more;
And looking up unto his throne on high,
Who sendeth help to those in misery;
He chased away those clouds and let me see
My anchor cast i' th' vale with safety.
He eased my soul of woe, my flesh of pain,
and brought me to the shore from troubled main.

When other people are sleeping, they have ease and rest. Her eyes were open and she found it best to remain.
She seeks Him, whom her soul loves. While been crying she seeks him seriously. He listens from Above and having an excessively high opinion of his abilities she does not look no more nor cry.
Needing more He filled her with positive. He took away her tears. And removed her doubts and fears.
What can she give to her Saviour who has done this to her? She'll serve him while she lives and love him for eternity.
