Some apps come pre-installed on your Page where as other apps can be installed from the Facebook App directory.

Welcome pages help your Facebook "fans" find out about

your business quickly and easily.

You might want to use it to great them with a video or

you might use a welcome page to make fans aware of a

promotion.
