1876 + 1879 - The National Policy and Re-Election

British Columbia joins confederation with the promise of a railway that would connect them to the rest of Canada

This got the attention of Jay Cooke an american seeing the potential of this project and Sir Hugh Allan who was

a canadian interested in funding the project.

Construction begins in spring 1881 and goes terribly slow. By the end of the first year only 230 km of track had been laid which with the time frame of 10 years was not enough. The Syndicates decide that they need a new project manager so they choose William Van Horne.

While out of parliament for five years (1873-1878) John A. Macdonald created the National Policy which later in 1879 he put in place after being re-elected. It was mainly

an economic program that he believed to be the

best way to build a successful nation.

Thanks to the Northwest Uprising led by Louis Riel in 1885 Canada realizes how important it is for them to have a railway so that they can quickly move their troops to the rebellions and uprisings. This gives the funding required for the completion of the railroad which was in the November of 1885.

1880 - The Syndicate Trio

1873 - Pacific Scandal

1883 - New Leadership and Funding Issues

By 1883 William Van Horne had practically quadrupled the speed at which track was laid going from 230km a year to over 800km a year. However after two years of laying track they run into the issue of being unable to fund the project.

The pacific scandal was between Sir Hugh Allan and John A. Macdonald where there was a contract exchanged that declared Sir Hugh Allan would fund Macdonald's next campaign and he would give Sir Hugh Allan the contract for the Canadian Pacific Railway.

Two years after John A. Macdonald was re-elected he was able to find new people to fund his project. Them being George Stephen, Donald Smith, and James J. Hill. He offered them $25 million, 25 million acres of land and a monopoly west of lake superior for 20 years. On the flip side the Syndicate Trio had to complete the railway within 10 years.
