The Killarney Biosphere is the top rated because it contains multiple types of ecosystems and a vast amount of different animals, some being unique to the region. this location meets the social needs of people due to the fact that it is one of the more popular tourist destinations in Ireland. It also has a national park education center that plays an important role in teaching the public to appreciate the biosphere along with the rest of the environment.

It is important that these ecosystems maintain a wide array of organisms to ensure that the environment stays healthy. If these biospheres can be a sanctuary for rare or endangered species than that is an added bonus that may help these species avoid extinction and allow us to study them further.
UNESCO Biospheres are meant to protect and environment form any external threat. This is key in evaluating the effectiveness of a biosphere because without the conservation/preservation of these areas they would likely not survive the threat they were being protected from.

To maintain a certain ecosystem, research must be done to find out information on the species and biological factors that can affect that environment. The preserving of the environment will also allow for more scientific research to be done.
It is important to develop these biospheres to an extent so that they can become more productive in efforts of conservation and education. the development of certain things may also lower the risk of external threats to the ecosystems.
If biospheres were not being protected so that we could observe and learn from them, than why would it be necessary put so many resources into protecting them from being disturbed in any way.
