FEMA Qualification System

Team Leader Training

Corps Training Institute

  • During Team Leader Training (TLT) FEMA will provide a 1-2 day training for Team Leaders that provides an overview of the NCCC-FEMA Corps Program, the FQS positions, as well as their management responsibilities in the field.
  • During CTI, FEMA will provide the 2-3 day FEMA Basic Training

  • FEMA Basic: A FEMA course that provides a foundational understanding of FEMA and prepares the members to contribute to the agency’s mission. Corps Members and Team Leaders learn the basics of emergency management, the mission and culture of FEMA, and their roles and responsibilities in relation to the agency mission.
  • A system for qualifying the FEMA workforce through experience, training and demonstrated performance in emergency management. FQS ensures that a qualified workforce is based on demonstrated performance standards and establishes consistent qualification requirements.

FEMA Academy

  • At the conclusion of CTI, the FEMA Corps Academy (position-specific training) will take place

  • Each Member will receive position-specific training in the FQS positions assigned to them during FEMA Academy.

Team Composition

FEMA will provide Corps Members training and work experiences pursuant to nine (9) disciplines in emergency management:

1. Disaster Survivor Assistance

2. External Affairs

3. Hazard Mitigation

4. Individual Assistance

5. Logistics

6. Planning/GIS

7. Preparedness

8. Public Assistance

9. Recovery

FEMA 1-1-1

Service Project Requests

  • FEMA will issue an appropriate access badge for the term of service to CMs and TLs
  • Members will receive laptops, smartphones, and an encrypted device (1-1-1)
  • All teams will receive tablets, in addition to 1-1-1
  • FEMA will provide training, maintenance and technical support on FEMA-issued property
  • FEMA creates the projects
  • NCCC assigns team to projects
  • SPRs are received at different times

Current Projects

  • Members are required to successfully complete a local hire pre-employment screening and either a Moderate-Risk Background Investigation (MBI), or a Background Investigation (BI), depending upon the risk designation associated with the Members duties (can take several months to complete)

  • Once Members arrive on campus, they will undergo a second fingerprinting and begin the OPM Electronic Questionnaire for Investigation Processing (eQIP)

Overview

Roughly 5 years ago, the Corporation for National & Community Service (CNCS) and the Federal Emergency Management Agency (FEMA) partnered to establish a component within the AmeriCorps National Civilian Community Corps (NCCC) program to support the ‘whole community approach’ to incident management and assist FEMA with Federal disaster management and preparedness operations.

Corps Members and Team Leaders will not be considered FEMA employees for any purpose.
