Upon realizing that he is being spied on and Ophelia was only a distraction, Hamlet is prone to think that Ophelia is betraying him, although he really loves her. Ophelia had Hamlet floating in the clouds when they were in love ("got me ten feet off the ground").
Later, Ophelia tried to apologize under the radar so that her father doesn't detect it.
However, Hamlet refuses to accept her apology, similar to what the song is trying to convey. "It's too late to apologize" to Hamlet after betraying his trust and love.
Although Ophelia was forced to betray Hamlet, she still went "and cut me [him] down" by framing their conversation. In the end, she "didn't think I'd [Hamlet] turn around, and say... It's too late to apologize". This and her father's death eventually drives her insane, leading to her death, like the way the song dulls down and ends in repetition.

The repetition of the song supports the idea of karma once again because it is viewed as a circular concept, occurring over and over again.
Also, "what goes around, goes around, goes around" until it is no longer expected to come "all the way back around", similar to the characters from Hamlet that were not expecting their fate.
