Challenges

Many schools with DBE programs are facing political pressure to push English literacy earlier and faster, particularly in states where high-stakes test are administered only in English (Wright, 2007).

Introduction

Developmental Bilingual Education Programs (DBE), also referred as maintenance or late-exit bilingual education. DBE programs aim is to teach academic content and English as well as their native language, so that the student is fully bilingual and biliterate.

DBE Process

ELL's receive about 90% of their content-area instruction in their native language. Sheltered instruction increases with each grade level until students receive a 50-50 instruction in both languages.
