John Spargo

Child labor was a problem because children worked for less pay and had to work in unsanitary conditions.

John Spargo fought for child labor reforms.

"Mr. Rowntree found that in York, England, the boys of the poorest section of the working-class were on average three and one-half inches shorter than the boys of the better-paid section of the working-class." (Spargo 98)

To change the problem the government needed to create laws that changed child labor for the better and form a division of government to enforce these laws.

John Spargo published a book called The Bitter Cry of the Children in 1906 to get things changed.

The public supported Spargo's book and became outraged about child labor conditions.

Due to Spargo bringing attention to child labor conditions, congress passed the Keatings-Owen Act in 1916, which Woodrow Wilson signed into law.
