Building Official -He/She is responsible for carrying out the provisions of this Code in the field as well as the enforcement of orders and decisions made pursuant thereto.
Building-Any structure built for the support, shelter, or enclosure of persons, animals, chattels, or property of any kind.
Owner-Any person, company, or corporation owning the property or properties under consideration or the receiver or trustee thereof.
Repair-The reconstruction or renewal of any part of an existing building for the purpose of its maintenance. The word "repair" shall not apply to any change of construction.
Structure-That which is built or constructed, an edifice or building of any kind, or any piece of work artificially built up or composed of parts joined together in some definite manner.
Appeal-Apply to a higher court for a reversal of the decision of a lower court.
It is declared to be the policy of the State to safeguard life, health, property, and public welfare, consistent with the principles of sound environmental management and control; and to this end, make it the purpose of this Code to provide for all buildings and structures, a framework of minimum standards and requirements to regulate and control •their location, site, design, quality of materials, construction, use, occupancy, and maintenance.
The provisions of this Code shall apply to the design, location, siting, construction, alteration, repair, conversion, use, occupancy, maintenance, moving, demolition of, and addition to public and private buildings and structures, except traditional indigenous family dwellings as defined herein.
It shall cover the following disciplines: Architectural, Civil,Electrical, Mechanical, Sanitary,Plumbing and ELECTRONICS.
BUILDING PERMITS
1. This Code shall apply to the design of buildings and structures.
2. This Code shall apply to the location of buildings and structures.
3. This Code shall apply to the construction of buildings and structures.
4. This Code shall apply to the repair of buildings and structures.
5. This Code shall apply to the maintenance of buildings and structures.
No person, firm or corporation, including any agency of instrumentality of the government shall erect, construct, alter, repair move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit therefore from the Building Official assigned in the place where the subject building is located or the building work is to be done.
This includes the Ancillary and Accessory Permits.
Issuance of Building Permits
The Ancillary Permits are the ff:
1. Architectural Permit
2. Civil/Structural Permit
3. Electrical Permit
4. Mechanical Permit
5. Sanitary Permit
6. Plumbing Permit
7. ELECTRONICS PERMIT
When satisfied that the work described in an application for building permit and the plans and specifications submitted therewith, conform to the requirements of this Code and other pertinent rules and regulations, the Building Official shall, within fifteen days from payment of the required fees by the applicant, issue the building permit applied for.
REQUIREMENTS
1. No person, firm/corporation shall construct any building without first obtaining a building permit.
2. No person, firm/corporation shall repair any building without first obtaining a building permit.
3. No person, firm/corporation shall move any building without first obtaining a building permit.
4. No person, firm/corporation shall convert any building without first obtaining a building permit.
5. No person, firm/corporation shall demolish any building without first obtaining a building permit.
