CRTC and CanCon

The Canadian Radio and Television Commission's (CRTC) purpose is to regulate and promote Canadian culture in the broadcasting media and enforce the Broadcasting Act of 1991

The Broadcasting Act of 1991 is "to ensure that all Canadians have access to a wide variety of high quality Canadian programming"

CRTC regulations set out the amount of Canadian Content (CanCon) that Canadian broadcasters must broadcast

Canadian Broadcasting

Canada has public and private broadcasting, public broadcasters must promote Canadian culture (public=government owned)

Examples include CBC, la Societe Radio-Canada (SRC) and a large French outlet, TV5 (includes four countries and Quebec to feature Francophone programming)

Why is having Francophone programming in Canada important?

Canadian Identity and Media

  • Much of the popular culture we are exposed to come from media transnationals
  • 1990s: Media companies began to merge into media transnationals
  • Media transnationals own many smaller media outlets (example, HBO and Atlantic Music are just two of the dozens of media outlets Time Warner owns)

Hybridization and Diverse Cultures

Many Canadian films do not become popular because they are not owned by media transnationals

There is however, a strong Francophone film industry

Canadians often attempt to compete with media transnationals by creating their own presence in the media that communicates Canadian collective identity

Advantages and Concerns of Media Transnationals

It is difficult for more diverse cultures to combat large media transnationals

Often, cultures will experience a hybridization of media as cultures come together in a new way in an effort to preserve at least some aspects of culture (Bollywood incorporating Hollywood)

Access to technology also allows diverse groups to share their culture around the world (example, APTN: Aboriginal People's Television Network)
