For animal testing in the U.S. there are regulations by the Animal Welfare Act (AWA) that defines "animal" as "any live or dead dog, cat, monkey, guinea pig, hamster, rabbit, or other warm blooded animal" AWA excludes birds, rats and mice bred for research, cold-blooded animals, and farm animals
AWA also requires each research facility develop an Institutional Animal Care and Use Committee (IACUC) to "represent society's concerns regarding the welfare of animal subjects"
