First Parking Dilemma to Arise
Parking Fees Introduced
- Dr. Golding, President at WSU, proposed a parking fee to start in the Fall Quarter of 1970.
- The reason:
- To pay for operation, construction and maintenance of parking facilities
- Costs were unsupportable through General Fund
- An addition of 1,000 new parking spaces was projected
- Fees:
- Full-time students, faculty and unclassified staff -- $7.50 per quarter / $20.00 per 12-months
- Part-time students, faculty and unclassified staff -- $3.75 per quarter
Parking Fees Introduced
- Students response:
- Many students complained that they were not notified of new parking fee
- Students reported that they were unable to find parking spaces, despite having paid the fee
- Oct 9, 1970 over 1,000 students rallied against fee
- Only fix due to rally- deadline for fee was pushed to 1 November
- That Fall, WSU had the worst traffic jam. Traffic was backed up from Colonel Glenn to Woodman Dr (about 3.5 miles)

- The slightest offense can cause a ticket, and some parking rules are not well known.

What a parking garage would do to permit costs
Parking Garage at WSU
In a parking advisory and appeals meeting in 2008 a parking garage on lot 11 was proposed and it would have costed $7,110,000 to build with $130,000 in operating cost. The permit cost at the time was $54 and it would have been raised to $148.
