Banished to the 2nd layer of hell for lust.
In Cleopatra's lifetime she was known as a seductress who had many lovers and was not faithful to any of her spouses. She exhibited immense amounts of lust during her lifetime and for this reason she has been banished to the layer of wanton.
We meet Cleopatra in Dante's Inferno during the 5th Canto of the epic play. We find out that she has been banished to the second layer of Hell, the layer of wanton or lust. All those banished to this layer are punished by being blown back and forth by strong winds and they are not able to control their movement.
Since she is the "Queen of lust" and had two husbands, she would be the perfect person to allude to in this ring of hell. She is in the ring of lust, or wanton, showing that in her life she was full of lust and was a cheater. She killed herself in the name of lust essentially, leaving her to rule this ring of hell
