February 7, 1986

The snap polls in 1986 were marred by reports of cheating, violence, and disenfranchisement of voters. The Commission on Elections (COMELEC) declared Marcos the victor, but the National Citizen's Movement for Free Elections (NAMFREL) said Aquino was the real winner, based on its own quick count.

On February 20, 1986, Marcos proclaimed himself victor of the snap elections, and was set to retain the presidency.

On February 22, Marcos denounced Enrile and Ramos, but speedily changed the venue of his inauguration to Malacañan Palace; there he would be sworn in as president yet again, but this time surrounded by nothing more than courtiers tied to his pursestrings.

Corazon Aquino had her inauguration at Club Filipino, Greenhills in San Juan at the height of the people power revolution against Ferdinand Marcos and it the same day that Marcos fled the country.

The reason behind her speech in US Congress is the death of Benigno Simeon “Ninoy” Aquino Jr. that led to People Power Revolution and deposed of Ferdinand Marcos;

and mostly, the speech agenda is to ask US for financial aid towards rebuilding the Philippine economy.

  • The speech was impassioned, deeply personal, and effective; interrupted 11 times by applause and bookended with standing ovations.

  • President Corazon Aquino of the Philippines, moved triumphantly through Congress with an emotional appeal for new aid and support for Philippines that drew an immediate response.

  • Addressing a standing-room-only joint session of Congress, Aquino related the history of her late husband Benigno, whose assassination in August 1983 triggered the peaceful revolution that brought her to power.

  • Corazon Aquino discussed the death of Benigno “Ninoy” Aquino, and how his death awoken the Filipino’s to opposed the dictatorship of President Ferdinand Marcos.

  • All throughout her speech, she only address Ferdinand Marcos as a “dictator”.

  • He detained her husband along with thousands of others - Senators, publishers, and anyone who had spoken up for the democracy.

  • They locked him up in a tiny, nearly airless cell in a military camp in the north. They stripped him naked and held a threat of a sudden midnight execution over his head.

  • They put him on trial for subversion, murder and a host of other crimes before a military commission.

  • Benigno “Ninoy” Aquino died.

But his death was the country’s resurrection and the courage and faith by which alone they could be free again. The dictator had called him a nobody. Yet, two million people threw aside their passivity and fear and escorted Ninoy Aquino to his grave.

  • And so began the revolution that has brought Cory Aquino to democracy’s most famous home, the Congress of the United States.

  • Philippines earned $ 4 billion in foreign exchange but spent $ 2 billion "to pay just the interest on a debt whose benefits the Filipino people never received."

  • "We fought for honor, and, if only for honor, we shall pay," she said, agreeing to pay the debt that was stolen by Marcos. "And yet, should we have to wring the payments from the sweat of our men's faces and sink all the wealth piled up by the bondsman’s two hundred fifty years of unrequited toil?"

“Today I say, join us America as we build a new home for democracy; another haven for the oppressed so it may stand as a shining testament of our two nations’ commitment to freedom.”

  • She ended her speech with this statement, that convinces the senators or members of the US Congress to help the Philippines through financial aid for economy and restoration of our country.
  • The House of Representatives voted to give the Philippines an additional $200 million in economic aid. The Senate ultimately followed suit, giving the Philippines a total of $500 million in U.S. aid for fiscal year 1987.
