A violent separatist group called ETA (Euskadi ta Askatasuna) came about in 1959 after a group called the Basques were not allowed to have their identity during and after the Spanish Civil War by General Fransisco Franco. The land was taken away in 1839. No Supranational Organizations other than the Basque area and Spain were involved in this.
Some events that could have happened were ETA could still be fighting over the Basque Land and could have caused another war. It is technically still happening there, but it has calmed down a bit because the Spanish Government gave them some authority. A possible solution could be to give them the whole land and all authority over the land. Another solution could be to go into a war against the land, which could kill many people.
In about A.D. 824, the Basque land was part of the Kingdom of Navarre, which was a pocket kingdom. It was later part of the Crown of Castille, which would later be Spain.
Ethnic Conflict: This is because people were living there for several years and they wanted to keep the land.
Autonomy: This is because of the Spanish government giving the Basques the land for now.
This is a Consequent Boundary because of the culture that is in this area. The Boundaries have a play in this because of the Spanish want to have the land they are in.
