Aim of Cross-Border ePrescription Service in Estonia

  • To ensure Estonian patients can have the opportunity to use ePrescriptions in other EU countries

  • To enable Estonian pharmacies to view prescription in a standard format and in local language

  • To ensure better data quality on prescriptions for performing the dispensation

  • To rise the dispensation of medical products in Estonia pharmacies from other European countries

Cross-Border ePrescription Deployment

Project duration: 01.01.2017 - 31.12.2020

In December 2018:

Estonia plans to deploy the receiving side of ePrescription service (the country where the cross-border ePrescription is dispensed)

In June 2019:

Estonia plans to deploy the sending side of ePrescription service (Estonian ePrescriptions are sent to another country to be dispensed)

In June 2020:

Estonia plans to deploy the sending and receiving side of Patient Summary service

Estonian population is 1.3 million, the Estonian medicinal products market expressed in wholesale prices is 74 million euros

  • 99% of prescriptions were prescribed electronically (it is about 12 million prescriptions)
  • 9.8 million prescriptions were dispensed (both ePrescriptions and paper-prescriptions). Paper-prescriptions are still allowed e.g. during technical issues. Paper-prescriptions are digitalized by pharmacists during dispensation
  • 89 000 paper-prescriptions were dispensed

Every country has one technical and organisational national contact point, which is also responsible for managing the cross-border data exchange

Technical Implementation

For data sharing, the data exchange platform developed by European Commission will be used, which is integrated into Estonian eHealth infrastructure and connected with existing registries, databases and services

To enable access to service for pharmacies:

  • A portal is set up to enable viewing of cross-border ePrescriptions and forwarding data about dispensed products to Country A

  • Service to be integrated in pharmacy own information system are created to enable the use of the cross-border data exchange straight from pharmacy information system
