Articles of Confederation

What events caused leaders to want to revise the articles of confederation?

INTRODUCTION

This passage was one of Congress's greatest successes, enacted the 13th of July of 1787.

The ordinance established a plan for settling the Northwest Territory, which included areas that are now in Illinois, Indiana, Michigan, Ohio, Minnesota, and Wisconsin.

This territory included the disputed western lands that had delayed ratification of the Articles.

The Ordinance banned slavery and included a bill of rights to guarantee representative government, religious freedom, trial by jury, and other freedoms to settlers.

Northwest Ordinance

The government needed to cope with a very difficult economic situation, related to war debts, a sluggish economy, uncooperative states and civil unrest.

It broke when they established new laws but they didn't become truth.

Dangers and Unrest

They found themselves forced to borrow money from Europe. They didn't had enough money so they couldn't give it back.

In conclusion, the economy was slow-recovered. That was a conclusion of the postwar depression.

Most of the farmers were particularly hard hit.

Many of them fell into debt and faced losing their farms.

In 1783, they decided to ask the states to approve a tax on imports but only 9 states consented.

Some states negotiated with foreign powers to raised their own army

The economy shrank more.

The economy was a slow recovery. Many farmers fell into debt and lot of them lost their lands.

In September 1786, a group Massachusetts farmers attacked courthouses to prevent the foreclosing of their lands.

The state asked Congress for help, but they didn't have money.

Finally, state militia scattered Shays and his rebellions.

The states pursued their own interests, ignoring laws passed by Congress and the terms of foreign treaties.

Others, negotiated directly with foreign powers and raised their own armed forces.

 In September 1786 a small band of Massachusetts farmers rebelled at the prospect of losing their land.

Shay´s rebellion

They were led by Daniel Shays, a Revolutionary War captain formed.

Farmers attacked courthouses to prevent the foreclosing o the farms.

In 1787, the ranks of Shay's Rebellion swelled.

The Massachusetts legislature asked Congress for help, it had neither money to offer.

Finally, the assembled state militia scattered Shays and his angry mob.

The Rebellion came at a sensitive time and it hastened moves to revise the Articles of Confederation.

   In March 1785 George Washington invited representatives from Virginia and Maryland to his

home at Mount Vernon. The purpose of the meeting

was to discuss resolving a trade dispute between the two states.

After the success of the Mount Vernon meeting, James Madison to organized a second, larger meeting at Annapolis, Maryland, to discuss regulating commerce between all of the states.

The next meeting was to be held in May 1787 in Philadelphia.

Calls to Revise the Articles

Alexander Hamilton called on states to send delegates to discuss commerce and make the national government “adequate to the exigencies of the union.”

In February 1787 Madison persuaded the Confederation Congress to endorse the Philadelphia meeting “for the sole

and express purpose of revising the the Articles of

Confederation."

Nobody mentioned anything about making a new constitution.
