What is Water Management?

Water management is the activity of planning, developing and controlling water resources under defined governmental water policies.

Water Management

Why is it important?

  • Allows the distribution of clean drinking water, water for cooking, cleaning, etc. to inhabitants
  • Sustainable management ensures providing water without degrading the environment in any major way
  • Protects current sources of water from being damaged or contaminated

Importance of Governmental Intervention in Water Management

Government

In less developed countires non-governmental entities can be atributed to water managment, such as the Balinese water temple system, in most modern states it is paramount that governments have a role in the protection of water due to globalized polution and industrization.

Qatar Government Structure

Qatar

Ministry of Municipality and Environment

  • Focused on protecting the environment and developing Qatar’s natural resources
  • Oversees the Qatar General Electricity and Water Corporation

Ministry of Municipality and Environment

KAHRAMAA

  • built world’s largest potable water mega-reservoir with 15 concrete reservoirs each holding up to 100 million gallons
  • has plans to collaborate with Qatar Environment and Energy Research Institute to create a new desalination plant

Qatar General Electricity and Water Corporation (KAHRAMAA)

PWRC

  • Suggests policies and strategies related to water resources
  • Sets the priorities of water resources development projects
  • Mandated the Qatar Water Security Policy and Qatar Water Strategy and Implementation Plan within the Qatar National Vision 2030

Permanent Water Resources Committee (PWRC)

California Government Structure

Califorina

California water management is run by the Department of Water Resources, a government agecy responsible for the state's water usage and conservation.

Polish Government Structure

Poland

Poland spends 3.2% of its GDP (~$17.7 billion)

on environmental issues

The National Water Agency

Supervises all water managment boards

  • Carries out taxes and fees in reguards to water usage
  • Holds water rights

National

The Ministry of Environment

Supervises all water managment policy

  • acts as a leasion between all parties that discuss water as well as provide a dissussion plateform for members to speak on

Regional Water Management Boards (RWMBs)

Regional

Responciable for monatoring regional water & developing:

  • Terms of water use
  • Economic analysis of regional water Enforce regioal enviromental protection
  • Advise national level on draft plans for natural disasterns and water concervation etc.

Local Authorities

Charged with:

  • The protection of drinking water sources alongside regional authorities
  • The implementation of specific water management
  • regulation of company ownership responsibles for water supply and wastewater treatment.

Reprecussions

Desalination and the World Cup

  • Average of 82 mm of annual rainfall
  • 10,000 liters/day for World Cup

Brine

&

GHG Emissions

Brine

  • One of the worst marine pollution contributors
  • Degrades organisms and ecosystems
  • Can contain chlorine, heavy metals, and anti-foaming agents

Brine

GHG

  • 4.66 million tons of CO2 in 2014 from MSF
  • 32.47 metric tons per capita 2019
  • Relationship between oil and water

The California Wildfire Crisis

"Pyrocene"

As a result of drought and increasing dryness, California is dangerously susceptible to frequent wildfires. These devestating fires call for further conservation and governmental aid.

Wildfires

Causes of CA Fires

Causes

Given the increasingly dry environment in California, the land is susceptible to almost all causes of fire. And on water deprived land, a small spark inevitably becomes a devestating fire. Fires are often caused by:

  • Power lines
  • Arson
  • Sparks caused by cigarettes or matches
  • Lightning
  • Climate Change

But most are caused by human activity anthropogenic impact

Figure

Gov Intervention/ Costs

  • “CalFire’s total funding for fire protection, resource management and fire prevention has grown from $800 million in 2005-06 to an estimated $3.7 billion in 2021-22.”

  • Governor Newsom allocated $5.2 billion to support drought response and long-term water sustainability. This is part of the governor’s larger $47.1 billion climate package.

Two Fold Issue

Water Pollution

& Scarcity

Less Clean Water

&

Extended Drought

According to the UN, an annual water resource of less than 1,700 m³ per capita makes a country water scarce

Graph

Water Scarcity

2018: water fall was at 1,100 cubic meters per capita/year

  • Almost below the safety threshold

Water was cut to many towns that are further away from water sources and laws were placed due to many towns not have drinkable water due to a town that was closer to the source using above their aloted amounts

Poland has statistly less CLEAN water per person then the average in the EU

Nitrogen Fertilizer Runoff

The recent incident in the Oder river has excalated tensions between Germany and Poland outside of the envirometal protection rehlem

Poland biggest market is in food. In the past decade Poland has moved to more potient, Nitriogen based, fertalizers to keep up with the growing demand in the market. The nitrogen concentrantration in drinking water has not only deemed some sources undrinkable but also recently created an internation catastrify between Poland and Germany in the Oder River where tons of fish were killed and the rivier continues to become more toxic.

Water Polution

Climate Change

While insufficient and ineffective water management plays a large role in each of these topics, the main culprit behind them is climate change. Our issues affect communities across the globe, but they are united by a common crisis.

Climate Change

Climate Change in QA

  • Extreme heat and drought
  • Acid rain
  • Agricultural issues

Climate Change POL

  • Water Scaricty
  • Food Scaricty
  • Extream weather
  • Long Droughts
  • Short heavy storms

Climate Change in CA

Climate change is significantly impacting California’s water resources, as evidenced by changes in snowpack, sea level, and river flows. The state government and the CDWR seeks to mitigate the impacts of climate change, but current legislation fails to prevent certain effects.
