As of 2019, 14 states have addressed nurse staffing in hospitals in law/regulations (California, Connecticut, Illinois, Massachusetts, Minnesota, Nevada, New Jersey, New York, Ohio, Oregon, Rhode Island, Texas, Vermont, and Washington) (ANA, 2019). Many of the states that have adopted legislation about staffing originally sought staffing ratio legislation.
Lower nurse-to-patient ratios allow nurses to closely monitor patients, identify changes in their condition, and respond promptly to emergencies.
According to Wolters Kluwer "Optimal staffing is essential to providing the best care possible and getting the maximum value from RNs. Greater benefit can be derived from staffing models that consider the number of nurses and/or the nurse-to-patient ratios and can be adjusted to account for unit and shift level factors."
