The Industrial Revolution started, and children as young as seven years old worked in the factories. The factories were unsanitary and unsafe.

Public opinions on child labor started to change. Some states started to make laws. However the laws were poorly enforced and were ignored by many employers.
1836
Massachusetts passes a state law stating that children under the age of 15 can not work in factories and must attend school 3 months a year
1883
The New York Labor Union prohibits cigar making in tenements where thousands of young children worked.
The National Child Labor Committee forms. Their goals were to make child labor less important and put restricting laws against children working in unhealthy and dangerous environments.
Lewis Wickes Hine took photographs of the negative side of child labor that the public was not supposed to see. His photographs got published all over the nation.
1924
The congress proposes the Child Labor Amendment. This amendment stated that people may not work under the age of 18.
Since 1941, state and federal laws have been enacted to regulate the hours and conditions of young workers.
