Our mission is to empower those affected by violence.
We do this using a three part approach:
crisis services, community collaboration, and prevention education.
All of our services are free!
Our crisis services are confidential & available to both those that stay in shelter & to those that continue to live in the community.
Our approach acknowledges the multiple struggles of those who have experienced trauma, focusing on supporting each victim's choices and educating them in options for a violence free future.
Everyone deserves a safe space. No one should ever feel afraid to go home, to work, or to school. No one should have to worry about making it through the day unharmed.
If you are a victim or a survivor of abuse, we at PAVE are here for you. If someone you know needs refuge, or a helping hand, we are here for them.
Along with providing support, we also work hard to help prevent and reduce violence in our community.
We are here with an encouraging word, advocacy, a safe space, or anything in between. Safety is a human right and we will never stop supporting and advocating for victims or survivors of domestic or sexual violence, or anyone else in need.

We provide a wide-array of services and programs for people of all ages, regardless of race, color, sexual orientation, gender, gender identity (or expression), religion, disability, and national origin.
From our shelter and 24/7 hotline & texting line, to advocacy, education, safety planning and support groups, if you or someone you know needs assistance, we are always here.

Advocates are available 24 hours a day 365 days a year offering supportive listening, options counseling, information and referrals.
We've answered over a 1000 crisis calls this year from victims ranging in age from 12 to 74 years old.

In 1990, we opened our first shelter. It is the bedrock of PAVE, and it can comfortably provide refuge for up to 20 people across five rooms. We have our sights set on expanding this important facility in the years to come.
We have given out over 317 assistance boxes of food, infant care items like diapers & formula, personal hygiene items, and other household necessities.
Through our partnership with St. Vincent de Paul we are also able to provide our clients with clothing vouchers for themselves and their children.
PAVE utilizes the local taxi service to provide free transportation to the shelter. Taxi vouchers and gas cards may also be used for transportation needs, depending on availability.

SHELTER & CRISIS ADVOCACY TEAM
Our dedicated Shelter & Crisis Advocacy Team provides support, options counseling, and emergency services to victims and survivors in Dodge and Jefferson Counties. They are here to answer your questions, provide support, and be a listening ear.
PAVE operates 24 hours a day, 365 days a year with just a handful of staff!

Our Board of Directors is an important part of our Agency Director Team. Everyone on the Board volunteers their time for the good of the agency.
Family and Domestic Abuse Victim Advocacy Team
Our Domestic Violence Advocacy Team assists victims and families of domestic abuse with a strengths based approach to identify and achieve goals related to living in and moving beyond abuse.
These include self esteem building, resource identification, securing housing and other items necessary to independent living, seeking employment and learning about finance management and the dynamics of power and control.
They also provide safety planning, options counseling and support groups to both direct victims of domestic violence and/or child abuse and to children affected by witnessing violence within their home. Non-offending parents also can receive information and support on parenting during and after violence.
Domestic Violence Support Groups are offered in both
Dodge & Jefferson Counties.
*Beaver Dam: Tuesdays 6:00pm to 7:00pm
(child care/organized play group offered)
*Watertown: 1st Thursday of the month 5:00pm to 7:00pm
SERVICES FOR SPANISH SPEAKERS
All of our services are available in either English or Spanish. Don’t let language stand in the way of finding a safe space.
Spanish Support Group Meetings are held at our Watertown office: 2nd & 3rd Wednesday of each month 4:00pm-6:00pm
TEEN ADVOCACY
Our Teen Advocacy Team is here to serve as a guide for teens and tweens with questions, concerns or issues stemming from dating violence, pregnancy, STIs, bullying and more. Through our prevention education and advocacy, we teach young people about healthy relationships and how choices made today will affect their future
CHILDREN’S SERVICES
Our Children’s Advocacy Team provides safety planning, options counseling and support groups to both direct victims of child abuse and to children affected by witnessing violence within their home. Non-offending parents also can receive information and support on parenting during and after violence.
LGBTQ+ SERVICES
Our services include, but are not limited to, safety planning, options counseling, education on the dynamics of power and control in LGBTQ+ relationships, support for emotional abuse and bullying, legal advocacy, case management and shelter service.
ELDERLY SERVICES
Our advocates are available to ensure that those who are older in years have the care they need and are not being taken advantage by those who should have their best interests at heart.
Sexual Violence Victim Advocacy Team
Our Sexual Violence Victim Advocacy Team provides services to victims of sexual violence including options counseling, support at SANEs (sexual assault nurse exams), active listening, self-esteem building, support at criminal trials and support groups. We believe victims. We are here to help them heal and move beyond abuse or assault.
Sexual Violence Support Groups are offered in both Beaver Dam and Watertown.
*Beaver Dam: Thursdays 10:00am & 5:00pm

LEGAL ADVOCACY TEAM
Our Legal Advocacy Team provides legal information, options counseling and safety planning to victims. While the program focuses on assistance with restraining orders and crime victim compensation, we also provide assistance with filing paperwork in family law, housing law and support for victims at criminal hearings related to their abuse. The Legal Advocacy Team does not provide legal advice, but can help victims identify attorneys that have knowledge and experience working with victims of violence.
Prevention Education
PAVE provides training and educational programs to any
school, agency, business, group or individuals
in Dodge & Jefferson Counties, WI.
Hands Are Not For Hitting/Words Are Not For Hurting: (PreK - 3rd grade) This program emphasizes using our hands for playing or helping, and using our words for encouragement, rather than for hurting others. The presentation includes a story read to the class and an art activity that can be done in class, as well as an informative coloring book that can be utilized in class or sent home with students.
Children’s Rights, Safety Planning & Code Words: (K - 5th grade) This program introduces children to the idea that they have a right to feel safe and includes a Children’s Bill of Rights coloring book. This program also provides safety planning for emergency situations, calling 911, and creating code words to indicate things like “I need help” or “this is a safe person to pick me up from school”.
Safe Touch: (PreK- 3rd grade) This program educates kids on identifying good touches and bad touches and emphasizes that we are in charge of our own bodies. This presentation includes a story read to the class and an informative coloring book that can be utilized in class and/or sent home with students.
Internet Safety: (K-12th grade) This program includes a story and coloring book about internet safety for younger students (K-4th). For older students (5th-12th) the presentation will center around a prezi about internet safety that includes information on keeping personal information/passwords private, online dangers like identity theft, viruses & predators; as well as sections on social media, sexting, cyberbullying, gaming and overall tips for staying safe online.
Bullying: (5th - 12th grade) This program includes a prezi (w/videos) on the different types of bullying, the causes, effects, targets and signs of bullying, and tips on how to stop bullying. There is also a pledge students can take/sign to be Upstanders Against Bullying.
Healthy Relationships & Consent: (7th-12th grade) This program includes a prezi (w/videos) on the differences between healthy/unhealthy/abusive relationships, and consent.

Community Collaboration
PAVE collaborates with other community organizations to create a victim centered response to domestic violence and sexual assault through a Domestic Abuse Response Team(DART) and a Sexual Assault Response Team(SART). We've created best practices guides, engaged in case reviews, began work on community education projects and most importantly, built stronger relationships between service providers. PAVE has partnered with Law Enforcement to bring LAP to our community. This Lethality Assessment Program follows the Maryland Model of an evidence-based instrument for law enforcement to identify victims of intimate partner violence who are at the greatest risk of being killed by their abuser. The assessment consists of 12 questions. When an officer suspects domestic abuse they trigger the protocol questions. If the victim scores high on the assessment they then connect the victim with a PAVE advocate for services.
Dodge County was one of the first six counties in Wisconsin to implement LAP. We have a collaboration with 21 out of 22 jurisdictions in Dodge County. We assist victims with safety planning, legal needs such as Restraining Orders and/or divorce, Crisis advocacy/counseling, finding a safe place to stay and shelter.

* Being knowledgeable about abuse and recognizing it is one of the first steps to helping PAVE and your community.
*Leading some form of fundraiser to collect monetary($$) donations, or items on our wish list (such as a food drive etc.) could be a great way to help PAVE.
*Bringing awareness to your community and school via posters, presentations, outreach activities, or just by talking about it goes a long way in bringing awareness about an issue that is happening, but no one wants to believe or talk about.
Would you or someone you know like to become a PAVE volunteer? PAVE volunteers are involved in many different activities, including direct services for clients and/or their children, behind-the-scenes shelter operation, fundraising in the community, and so much more!
