what is devolution ?

Devolution is the transference or delegation of power to a lower level. It is one of the most fundamental changes to the way decisions are made for local areas and how public services are funded.

who started devolution

England started devolution.The idea of devolution was put forward in 1912 by a member of parliament know as Winston Churchill. It was part of the debate for Home Rule for Ireland.

Northern Ireland devolution

DEVOLUTION IN NORTHERN IRELAND

On December 2nd 1999,The UK parliament devolved power to the Northern assembly for the first time. Northern Ireland was not however new to the devolution process.From 1921 to 1972 the Northern Ireland parliament were devolved institutions but in 1972 when they were suspended Northern Ireland became under direct rule from Westminster.The system is however very different then it was before.Many events have influenced the model of devolution today.
