Its population as determined by the 2020 Census was 12,006. This represented 3.28% of the total population of Baguio.

Loakan Proper is the third largest barangay in the city with a population of 15,000 residents.

The median age of 25 indicates that half of the entire population of Loakan Proper are aged less than 25 and the other half are over the age of 25.

The population of Loakan Proper grew from 2,622 in 1990 to 12,006 in 2020, an increase of 9,384 people over the course of 30 years. The latest census figures in 2020 denote a positive growth rate of 3.51%, or an increase of 1,817 people, from the previous population of 10,189 in 2015.

  • The long history of Ibalois in Loakan by stating that known early settlers arrived in Loakan as early as the 1800s.

  • In the olden times, as written in Benguet History Book, there were occupants of Doakan, known as Loakan. “Duakan” which is the original Ibaloi pronunciation of “Loakan” gave Ibalois a sense of ownership.

FIRST SETLERS

  • Kalias gathered his family, including his wife SABDEY and young daughter BUGAN, and other relatives. He also called his first cousin BAY-OSAN who went to Ku'ngel. With him was a young man named BATIL.

  • They, with other relatives, including Kalias' mother also named BUGAN and father TUFENG, a "mambunong" and aunt Tufeng's sister, went on to developed Loakan. With them also was Sabdey's parents, her father was known as KAMPILAN.

  • Kalias first made his house at Pidawan. Later, he built his second house at now part of Purok SADJO.

According to what is written in a Benguet History Book, Kalias (also named as POLIG), became a KAPITAN of the then known Benguet. (He was succeeded by ENRIQUE "DANGVIS" ORTEGA, father-in-law of MATEO CARIÑO).

EVENTS

One of the notable event in Loakan is formation of CHIVA ni Doakan, Incorporated. CHIVA stands for Center for Ibaloi Heritage and Loakan History.

Airport

  • Loakan Airport is the Cordillera's built in 1934. Prior to the 1990 earthquake, they halted after the devastation caused by the 7.7 magnitude earthquake.
  • The Loakan airport played a key role in serving as the drop off point for relief goods and rescuers who helped the city after the wrath of the July 16, 1990 when all roads leading to the city were closed due to numerous landslides as a result of the trembler.

  • The culture of Ibaloi which includes territory, dialect, culture distinctions (personal traits, conduct, and beliefs), music and dances, and rituals are still observed by the Ibalois in Loakan.

According to a research, rituals in the culturally pluralistic society in the Philippines – Loakan, Baguio City – are still executed and observed at present but the elements of which and other preparations are being lessened because of practicality and shift in beliefs.

  • Efforts to preserve Ibaloi culture are visible in the community. One specific initiative that stands out is the Chiva ni Doakan project, which a community leader describes as a “culture alive” barangay

  • the Chiva ni Doakan is described as a kind of “School of Living Traditions” where young Ibaloi can learn about their culture and be involved in presenting this on various occasions
