In the Elevator
When buck asked will why he has his gun he said that he has a job to do aka follow the rules.
on page 96 it says the elevator "Vibrated and knocked around like the middle drawer". The middle drawer is where Buck's gun was when Shawn owned it.
The reason why Buck was in the elevator was to tell Will that he doesn't even know how to use a gun.

It says in the book when Dani died Will only learned about the first rule; no crying. If Will knew about the other 2 rules he would've probably died.

Will's uncle, Mark, enters the elevator
Uncle Mark asks Will to tell him how's this plan of following the rules going to work.
Will at the end of the "play" in how he's going to follow the third rule, he stutters at the end when he was about to say "and shoot him"
The reason why uncle mark was in the elevator was to ask will if he even has the guts to kill.

Williams Father, who goes by Pop, enters the elevator.
Will and Shawn grew up without their dad
When their dad went to get revenge for Uncle Mark, he actually killed the wrong person and that resulted in his death.
The reason why Will's father was in the elevator was to tell Will that there's a chance that he might kill the wrong person

The person who came on the elevator at level 3 was Buck's killer, Frick.
Frick didn't actually want to kill Buck, he just wanted to steal from him to get into a gang but was aggravated, or provoked, to by Buck and so he shot.
People call Frick because him and his sister have similar names; Frank and Frances. So people called them Frick and Frack.
The reason why Frick is in the elevator is because he's the one that killed Buck, that lead to Shawn killing Frick, most likely than not getting Shawn killed, and leading to what's Will about to do.
"Actually, he only pulled the trigger once, so it was more like, bang." Frick corrected.

Shawn entered the fray on level 2
When Shawn entered the elevator he greeted everyone and talked to everyone, but when he faced Will, he was silent.
Even though Shawn was silent, Will still talked to him about everything. As if Shawn was just something to vent to.
In the elevator, both Shawn and Will started crying, therefore breaking rule number one.

The elevator represents how trapped Will's life is. When he walks in he is in discomfort because of how confined it is and it gets worse because people who he believed to be dead walks in the elevator. Making him question about following the rules when they don't really mix well with his personal beliefs.
The middle Drawer is the place where Shawn hid Buck's gun. He jammed the Drawer to keep the gun in and keep people out. It probably symbolizes the darkness or hidden side of Shawn because it says in the book it's the only out-of-place object in Shawn's side of the room.
When they were young, Will and Shawn said the L button on the elevator stood for loser, making whoever got out to the lobby was a loser. This meaning took a turn for the worse because Will was getting out the apartment to avenge his brother Shawn and that would be a lose-lose situation because Will would either get killed by someone who's avenging Shawn's killer or wind up in jail. Either way he will lose his life just like the rest in one way or another
The gun represents the cycle of pain and agony in Will's community. The most prominent moments that show us this is when Will picks up the gun for the first time and when his dad sticks the gun straight to his head. These two major moments told Shawn that he'd either have to sacrifice his childhood/innocence by killing Riggs or cut his life short by getting killed while trying.
