Who
For most of the 1800's German speaking people in central Europe were split into small self governing states that often struggled for power between themselves. The largest and most powerful of these states was Prussia, they sought a large unified German speaking country. The best way for them to reach their goal of unification was through militarism and nationalism which was met with minimal success. Leaders of Prussia realising this lack of progress became more radical in their methods and decided that the best course of action would be a war against those who opposed their expansion
Most of the fighting that took place between the two beligerants took place in Centeral Europe.
