STEPS
Divide every states population by the standard divisor (found by the dividing the total population by the number of seats) to find the standard quotas
Round every states standard quotas you got from step 1 down. (The lower quota)
Since there are leftover seats we need to choose some states over others to get more seats.
Now we will use a modified divisor that will give us modifies quotas so that when rounded down will total the exact number of seats needed.
The modified divisor must be smaller than the standard divisor ( we want the modified quotas bigger than the standard quotas so we have to divide by a smaller amount )
1. Divide by the population
2. Round the answers down
2. Add up the total
3. If they equal the correct amount of seats then you are correct, if not then make another guess.
