Skinner's language theory says that a child imitates the language of the parents or care takers they are around. When a child uses a word properly they are rewarded because thier parents are able to reconize the word. This shows that Skinner believes that language is learned.
Chomsky believed that language is innate and that we are born with universal grammar in our mind.
I stand more on the side of Skinner's theory.
I believe that kids will pick up the language that they hear around them at home. For example if a mom speaks Spanish and the dad speaks English, the child will most likely be able to speak both at least for the first few years of their life. This is because they are repeating and imitating what they hear from their parents.
