Rationale

Overview

  • Created as a National Support Service under the Revised BFP Organizational Structure of 2020
  • BFP envisioned to modernize its capabilities in Fire Search and Rescue responses to provide an effective and efficient public service
  • BFP Modernization Act of 2020 or House Bill No. 7406

The Special Rescue Force will be the centre of innovation and development in modernized fire rescue service of the Philippines.

We commit to provide the best service, capable to perform fire safety, search & rescue and advance pre-hospital care with the aid of K-9 search and rescue and advance technology-based search and rescue equipment in times of any disasters and emergencies thru Land, Marine, and Air responses.

Objectives

1. Organize and establish the whole Organizational Structure of the BFP Special Rescue Force (SRF) and its five (5) functional groups (SRF Brigade , MFSAR, HFSAR, K9 SAR, and Paramedics);

2. To incorporate Basic Rescue Techniques (BRT) trained and active Special Rescue Unit (SRU) personnel of the different region to the SRF;

3. To make an inventory of current SRU personnel and equipment that will become the initial human and equipment resource of the SRF;

4. To have a formal activation of the different SRF Battalions nationwide, the six battalions in areas and; the companies in every region.

5. Establish SRF Training School and develop an SRF Foundation Course and other appropriate training needed for the SRF Personnel.

Accomplishment

Created as a National Operational Support Service under the Revised BFP Organizational Structure of 2020, the Search and Rescue Force (SARF) was officially renamed into “Special Rescue Force (SRF)” which is derived from its original name the Special Recue Unit (SRU)

Accomplishment Reports

Concept of Implementation (Three (3) Phases)

First phase covers the inventory of Basic Rescue Techniques (BRT) graduates and active Special Rescue Unit as well as existing Search and Rescue (SAR)/HazMat/CBRN tools Equipment and Accessories, watercraft and vehicles, and determining BRTC graduates who opt to join the SRF.

2nd Phase covers the activation of the SRF Battalion, Company, and Appointment and designation of All SRF Personnel. Transfer of SAR/Hazmat/CBRN tools Equipment & Accesories, watercraft and vehicles to the different SRF Company. Reallocation of preventive maintenance fund to different SRF Company. Secure lot donations/ usufract for permanent SRF camps/Headquarters.

Concept Plan

3rd Phase covers the 100% operational capacity of the different SRF Brigades by increasing their manpower. Provision of equipment based on the BFP MOdernization Program and Knowledge and skill enhancement

INFRASTRUCTURE

Proposed location for SRF Main Headquarters will be at the allocated lot at Clark, Angeles City, Pampanga, and each region must identify a suitable location for the Regional Headquarters intended for the company that will be activated.

A proposed SRF Station design was first introduced by Region 10. It has a 3-storey building intended to house the responders with an eighteen (18) meters high rappelling tower. SRF Regiment/ Battalion / Company Headquarters shall identify possible areas within the vicinity for hangar construction.

TRAININGS

Basic Rescue Technique Course will be modified into a 45-day SRF Foundation Course. In coordination with Budget Division, the SRF submitted its request for Inclusion of SRF trainings for the Training funds.

1. Basic Rescue Technique Course – 1 batch

2. Training for Instructors- 2 batches

3. Preventive Maintenance Checks and Services for existing equipment- 2 batches

SRF also proposed and introduced to higher office the training package for Basic Helicopter Pilot Training and Basic Aircraft Maintenance Course.

Training/Course Budgetary Requirement

  • Basic Helicopter Pilot Training (12 pax) P 33,097,456.25
  • Basic Aircraft Maintenance Course (30 pax) P 3,504,290.00
  • Basic Helicopter Pilot Training Selection Process for aspirant Helicopter Pilots P 100,000.00

The SRF also targeted to have second batch of Rubber Boat Operations Course- High Speed Tactical Water Craft Training for year 2021.
