Peter The Great was an absolute ruler. He was born into the position and he supressed anyone who disagreed with him. He also taxed long beards and robes. He even launched many military endevours by himself without checking with anyone first. He once said, "I have conquered an empire but I have not been able to conquer myself." This summarizes his absolute rule.
Peter The Great believed in westernization. The quote, "It is my great desire to reform my subjects, and yet I am ashamed to confess that I am unable to reform myself." shows his desire to change Russia. He had many high up advisors in Europe who influenced him to westernize Russia. This made him do things like making a tax that for long beards and robes and encouraging his family to marry royal Europeans.
