The whole Navotas was once part of Malabon.
According to a legend, there was once a long and narrow delta extended unbroken from north to south along the seashore. The strip of land between the former district of Tondo and this town was eaten away by the sea until as opening was made. Water started to flow through the opening.
The residents to refer to the place as “butas”, “nayon ng butas” or “nabutas".
The place became known as “Nabotas”, then “Navotas"

NAVOTAS ECONOMIC SECTORS
Navoteño residents, regardless of age, were free to undergo the skills training which is TESDA accredited, to promote basic computer skills and knowledge.
The graduates needed to complete two hours of lecture a day on How to use Microsoft Word, Excel and Powerpoint and pass an evaluation in order to graduate in the program.
The Graduates of the program with the help of Navotaas Hanapbuhay Center and the Public Employment and Services Office to find employment.

Tax Incentives
The Incentives target large shipyards.
At present, only three shipyards (THI, Hanjin and Keppel) are large enough to qualify for these incentives (based on berthing).
The following are the requirements for BOI incentives under 2011 and 2014 IPP for shipbuilding, which covers the construction and repair of ships or boats and includes breaking or recycling.
Shipbuilding or repair facilities with a minimum lifting capacity of 20,000 DWT;
Shipbuilding or ship repair facilities with a minimum berthing capacity of 7,500 DWT • (2011 only):
Projects that cost at least US$100 million may be granted pioneer status but with non-pioneer incentives (E&Y, 2012, 2016).
SCHOLARSHIP TO PWD STUDENTS
Persons with disabilities in Navotas are now eligible to receive scholarship and get monthly educational assistance from the city government.
Beneficiaries span from Elementary to Tertiary education.
Under the MOA, Navotas will provide the beneficiaries with P500 monthly educational assistance or P5,000 per academic year.
Applicants to the program need to be Navoteños or at least one of their parents/guardians are bonafide residents and registered voters in Navotas. They should be enrolled in a public school or public SPED school within the city.
In addition, they must have a PWD identification card issued or validated by the Persons with Disability Affairs Office (PDAO) and their family should not be a beneficiary of Pantawid Pamilyang Pilipino Program.
Navotas has secured an unqualified opinion for the fourth consecutive year, the only local government unit in Metro Manila to have such a record.
Navotas also received COA’s unqualified opinion in 2015, 2016 and 2017.
COA gives an “unqualified opinion” to a government office or agency that has presented its financial position, financial performance and cash flows in a fair manner and in accordance to the Philippine Public Sector Accounting Standards maintaining the highest level of compliance with laws on the utilization and management of public funds.
