The study only involved "Time Out from HPP" to "On Scene". There are other factors such as Problem with preparation Prior to Departure and Not enough ambulance.

Pre-hospital care is playing important role in ED.
We could not conclude that all ambulance are late in view of multiple confounding factors. Conduct a more precise study and bigger sample size in order to eliminate confounding factors
There are other factors prior to "Time Out from HPP" contributing to late ambulance. Education to the public regarding the traffic rules and increasing number of ambulance could be a solution.
