Loakan Proper is the tenth most populous barangay in the Philippines in 2015.

The household population of Loakan Proper in the 2015 Census was 10,189 broken down into 2,990 households or an average of 3.41 members per household.

Households

Loakan Proper is the third largest barangay in the city with a population of 15,000 residents.

It's quite accessible to anyone who would like to visit as it is near some of the city's famous tourist destinations

In the olden times, as written in Benguet History Book, there were occupants of Doakan, known as Loakan. “Duakan” which is the original Ibaloi pronunciation of “Loakan” gave Ibalois a sense of ownership. In another history book, there was a Spanish religious person who even came and met the natives in this place.

Then sometime around 1800s, there was a pestilence in the "kadasan" or oakland area in Amlimay (now part of Buguias, Benguet Province) and at then twin-settlement Tinek (now, Tinoc, Ifugao Province).

The inhabitants thereat decided to leave there place and go back to the places of their ancestors. Some went to now parts of Itogon, Tuba, others went to La Trinidad and elsewhere.

Another group went to Loakan via Itogon, stayed and made ricefields at areas of Sepic / Shepong (Dapong for the Kankana-eys who came later). Coming up via Ulat (now Atok Trail, Baguio City). This group was led by a man named KALIAS. He came up to Loakan via Ulat, found the former to be uninhabited. The place was abandoned, but proofs of prior occupation were noticed.

HISTORY

The long history of Ibalois in Loakan by stating that known early settlers arrived in Loakan as early as the 1800s. A software program of the family genealogy of Loakan Ibalois as well as a photograph dated 1928 supported the assertion of early Ibaloi settlement in Loakan. Establishing this fact aimed is evidence of prior rights the Ibalois enjoyed long before the arrival of the Americans and the institution of the Philippine government. This information elicits appreciation and recognition of the sacrifices that Ibalois made to the development of the City through the series of expropriations done to their ancestral lands.

THE FIRST SETTLERS

Kalias gathered his family, including his wife SABDEY (also named

as KANGI) and young daughter BUGAN, and other relatives. He also called his first cousin BAY-OSAN who went to Ku'ngel (area where the Lion's Head at Kennon Road is located. With him was a young man named BATIL.

They, with other relatives, including Kalias' mother (also named BUGAN) and father TUFENG, a "mambunong" and aunt (Tufeng's sister) DAMON, went on to developed Loakan. With them also was Sabdey's parents, her father was known as KAMPILAN.

Kalias first made his house at Pidawan (now, Purok PIDAWAN of Loakan Proper). Later, he built his second house at now part of Purok SADJO.

Many of his relatives stayed at ARUPONG. Many of them were gathered there.

There was a SWAMP between the places SUYOC and Arupong and of now called Purok MAGSAYSAY and Purok Sadjo.

The natives developed the swamp into RICEFIELDS.

At present, many parts of this is developed into being part of the LOAKAN AIRPORT RUNWAY.

THE FIELD

According to what is written in Benguet History Book, Kalias (also named as POLIG), became a KAPITAN of the then known Benguet. He was one of the lead patriarchs of the Ibalois of Loakan, Baguio City. (He was succeeded by ENRIQUE "DANGVIS" ORTEGA, father-in-law of MATEO CARIÑO).

In an interview by an organization then, many living elders of the Loakan Ivadoy community then recognized Kalias as "MODERN FOUNDER OF LOAKAN." It is the same as this Ivadoy Esha-shy Mango Ladta Writer heard from his mother earlier.

One of the notable event in Loakan is formation of CHIVA ni Doakan, Incorporated.

CHIVA stands for Center for Ibaloi Heritage and Loakan History.

EVENTS

When it comes to the performance of the barangay levels in Baguio City, it is undeniable that some are able to perform in the pursuit of good governance.

One of which is the Loakan Proper barangay that is reportedly been receiving various awards from different award giving bodies due to its commitment in the delivery of basic services and development.

Loakan Proper is a recipient of several recognitions such as one of the Most PWD Friendly Barangays in 2017 and currently honored as the 2020’s 3rd Most Improved Barangay.

During the barangay fiesta, people of many ethnicities perform traditional dances and chants, as well as play sports. Loakan is a dynamic, thriving community. Everyone is welcome to participate in fiestas or other festivities. The centerpiece includes a variety of events such as games, tournaments, and a parade.

Loakan Airport is the Cordillera's lone airport, having been built in 1934. Commercial airplanes used to service the city prior to the 1990 earthquake, but they halted after the devastation caused by the 7.7 magnitude earthquake that struck Luzon in 1990.

Today, because to its small dimensions, people near the location, and upland fog that inhibits night vision, the Loakan Airport is only used by the Philippine Air Force and the presidential chopper.

The Loakan airport played a key role in serving as the drop off point for relief goods and rescuers who helped the city after the wrath of the July 16, 1990 when all roads leading to the city were closed due to numerous landslides as a result of the trembler.

Among the issues and concerns confronting the operation of the Loakan airport is the pedestrian, vehicular and animal traffic right in the middle of the runway, the non-existence of an access road that will totally close the runway to pedestrians and motor vehicles and the poor visibility in the airport, especially during the afternoon and the prevalence of bad weather that prevents aircrafts from landing in the said airport.

CULTURE

The two barangays in Baguio City's Loakan Area that are recognized to have kept their Ibaloi identity are Barangay Loakan Proper and Barangay Loakan Liwanag.

Barangay Loakan Proper is also home to an exemplary community-led initiative that involves training the youth in traditional Ibaloi songs and dances.

Efforts to preserve Ibaloi culture are visible in the community.

One specific initiative that stands out is the Chiva ni Doakan project, which a community leader describes as a “culture alive” barangay

  • An organization recognized by the Sangguniang Barangay of Loakan Proper for its contribution to “preserving the Loakan Proper Culture and Heritage,” the Chiva ni Doakan is described as a kind of “School of Living Traditions” where young Ibaloi can learn about their culture and be involved in presenting this on various occasions (Loakan Proper Barangay Profile 2010).

PRACTICES

According to a research, rituals in the culturally pluralistic society in the Philippines – Loakan, Baguio City – are still executed and observed at present but the elements of which and other preparations are being lessened because of practicality and shift in beliefs.

Rituals and ceremonies practiced by the Ibaloi community in Loakan, Baguio City, demonstrate cultural pluralism. Despite social changes, rituals are still performed for a variety of purposes, including healing, thankfulness, and requesting a better life and assistance from the gods, weddings, prestige feasts, death rituals, and so on. Some of these rites, such as killing pigs, making tapuy or rice wine, and extensive socialization, are carried out in very similar ways. The distinction, on the other hand, is in the functions of these rites and ceremonies, which involve addressing the deities and determining the number of pigs to be killed, as well as the designation of chickens, cows, or dogs as offerings.

TODAY

The culture of Ibaloi which includes territory, dialect, culture distinctions (personal traits, conduct, and beliefs), music and dances, and rituals are still observed by the Ibalois in Loakan. Religious rituals, the stereotyped sequences of behavior which are directed towards supernatural like the Ibaloi death ritual are divided into those that are performed specifically for the benefit of living people (shilus ni mabiday) and those for the benefit of the dead (shilus ni minatay).” One ritual known as kedut in Ibaloi societies, which is a general term for offering ritual “ involves an officiating priest or mambunong, at least one sacrificial pig, rice beer, sweet potato, taro and rice offerings; gong and drum music. . .” This traditional ritual pattern that is called to play at the death of an old person is basically the same throughout Ibaloi communities in other parts of Benguet.

RITUALS

The majority of the people in Loakan are the Ibaloi (Ibaloy).

There is also a lot of ethnolinguistic groups or peoples of Cordillera living in Loakan.

And as of today, the Barangay Loakan is organizing an activity in meeting people in the community with different lineage such as Ifugao, Kalinga, Apayaos Isneg, Benguet Kankanaeys, Itnegs Tingguians Abranians, and Kalanguyas.

This is to organized a group like the Chiva Di Doakan and Fayus Chi Doakan.

*They can't call it an occupation in the case of the LGU/barangay because they don't get paid on a regular basis.

They are known as barangay volunteers, and they are all appointed by the PB with Sangguniang Barangay approval.

Democracy

According to the Local Government Code of the Philippines Chapter 2 - Barangay Officials and Offices Section 387, there shall be in each Barangay a Punong Barangay, seven Sangguniang Barangay members, the Sangguniang Kabataan chairman, a Barangay Secretary, and a Barangay treasurer. There shall also be in every Barangay a Lupong Tagapamayapa.

Loakan Proper is situated at approximately 16.3761, 120.6176, in the island of Luzon. Elevation at these coordinates is estimated at 1,302.2 meters or 4,272.3 feet above mean sea level.

It is about 10-15 minutes by car from the city center going south.

The distance between Baguio-Loakan Airport (BAG) to SM Baguio via Baguio, Camp John Hay is 12 Km by road.
