What Is the Application Process?

  • School district posts a 470 saying “Hey Service providers- I need quotes for this, this and this.” We see the biggest influx of 470’s from October-February, but they can start filing 470’s sooner than that.

Competitive Bidding

  • We respond to the 470’s with our partners.
  • I like to think of the 470 as an RFP. It may have an actual RFP document with it, or it may not.
  • Site surveys walkthroughs are often scheduled and mentioned in a Form 470.

  • School district files 471 saying “Hey USAC our customer wants to buy Networks XYZ model switches, and XYZ model access points. Please approve my application and give me funding for this.” A Form 471 contains at least 1, or multiple FRN’s (Funding request numbers). The filing window usually opens mild to late January and closes end of March, early April. PIA happens any time after the close of the window- even over summer break.

  • Wait for approval.. then finally get funded. The school District submits the form 486 and buys the gear! Typically a district will file a Form 486 after they receive their FCDL. The due date is 120 days after the FCDL date or 120 days after the service start date, whichever is later.

  • Invoicing (BEAR Form)- school district pays in full upfront and can order before being funded. They then go back to USAC and apply for reimbursement once funded. (if a school district has an 85% discount rate, then they would only have to pay 15% of the bill) . SPI- Service Provider Invoice- Once a district is funded, they purchase their equipment and only pay their non-discount portion. The service provider invoices USAC directly for the discount portion (for example the 85%)

When I researched the cost between Virtual/hardware it ends up almost being a wash to move to 7205 hardware controllers. Future compatibility, should the client want to move to Aruba Central, is currently limited to only Hardware Mobility Controllers. Virtual controllers have no path to the central.

I just wanted to be sure they didn’t spend a bunch on VM’s that are not able to move should they decide at some point that Central is the best path. It will also save on virtual resources of course as well.
