BIJU JANATA DAL ( BJD )

Biju Janata Dal, is a regional party in Odisha, founded on 26th December 1997, by Naveen Patnaik, the current chief minister of Odisha. It is named after the ex-chief minister and one of the greatest leaders of Odisha, Bijayananda( Biju) Patnaik. It was formed with an intent of developing Odisha and lifting the state from its economic and social disparities. The headquarters of the party is situated in Forest Park, Bhubaneswar, Odisha. The party has a lot of fascinating elements to it that are yet to be unraveled.

HISTORICAL BACKGROUND

HISTORICAL BACKGROUND

  • Following the death of Mr. Biju Patnaik in 1996, Naveen Patnaik won the by election representing Janata Dal party.
  • Due to differences in policies he quit Janata Dal and floated BJD.
  • BJD allied with BJP in 1998. In the state assembly elections of 2000, out of 147 seats, BJD won 68 and BJP 38 seats amassing of 106 seats. Naveen Patnaik sworn in as the chief minister of the coalition government, serving for two terms.
  • In 2009, BJD broke the alliance due to ideological differences and disagreement in the sharing of seats.
  • BJD with a good administration and incorruptible image has since then been the ruling party for 3 terms with a clear majority by securing 103 seats in 2009, 117 in 2014 and 111 in 2019.
  • The seats total in the Lok Sabha is also steadily rising from 1998 to 2014. It secured 14 out of 18 seats in 2009 and secured 20 out of 21 seats in 2014.
  • Various schemes implemented towards development and empowerment of farmers, women, youths, minorities and children- Mamata Yojna, Mission Shakti and Biju Krushak Vikas Yojna. Odisha is the first state to organize animal health camps in 12 districts, in which more than 24 lakh animals have been treated so far.
  • Odisha which was one of the most backward states of India, has developed considerably under the rule of BJD.

PHILOSOPHY

  • BJD follows the ideology and legacy of Shri Biju Patnaik.
  • BJD is deeply secular and aims at value based politics.
  • The party believes in working towards the upliftment of all the citizens, and the weaker sections in particular.
  • The party works towards protecting the dignity and self respect of all the Odias and fighting against social injustice.
  • The guiding principles of Shri Naveen Patnaik has been providing a secular, corruption free and welfare state, based on social justice and equality for all.
  • The party focuses on the all-round development and welfare of Odisha and its people and fight against the neglect of central governments to develop the state.

PHILOSOPHY

THE CONCH

The election symbol of BJD is a conch that is turned towards the right. This has been the party’s symbol from the start. The conch has deep symbolism in ancient Hindu tradition. In Indian mythology, the conch, Panchajanya is the emblem of Lord Vishnu which signifies authority over all the 5 sections of the society, which is similar to BJD’s aim of reaching out to the poorest of the society. In general the conch has been a symbol of strength, sovereignty, authority and purity. Thus it has been chosen as a symbol by BJD.

BJD'S STAND ON CURRENT ISSUES

  • Political issue- Abolition of Article 370

Citizenship Amendment Act and National Register of Citizens

CAA & NRC

  • The CAA bill was passed on 11th December, 2019 by both the houses of parliament of India.
  • It aims to make changes to the citizenship act, passport act and foreigners act for the immigrants belonging to religious minorities in the neighbouring countries of Pakistan, Afghanistan and Bangladesh.
  • It makes it easier for these immigrants to become citizens of India, if they were persecuted on the grounds of religion. It relaxes the requirement of naturalization from 11 years to 5 years.
  • Protests against this act were held countrywide, by groups of people claiming that this act is against Muslims and that it violates Article 14 on equality of all.
  • NRC aims to create record of Indian citizens across the country which is aimed at identifying illegal immigrants. Though the bill was not passed, CAA took this bill also as a matter of contention.

BJD has no objection to the CAA bill, as it only deals with foreigners and doesn’t affect Indian citizens. However it doesn’t support NRC.

Naveen Patnaik also appealed to the people to let peace prevail and not let rumours spread.

Farm Bill

Farm Bill

  • The three farm bills passed in September 2020, by the parliament, have been the main subjects of discussion.
  • The farm bills aim to shift the authority of selling the produce from government regulated mandis to farmers, who can sell it directly to the private buyers.
  • It provides a legal framework for farmers to enter into contracts with companies. It removes restrictions on agribusinesses to stock food articles.
  • Issues have arisen because mandis contribute to the revenue of state governments and this bill will affect that. The middlemen will be affected. Farmers fear the abolition of MSP (Minimum Support price) and lack of bargaining with big companies.

In response BJD has opposed the farm bills and is keen on supporting M.S.Swaminathan’s MSP for farmers by stating that their primary concern is the welfare of farmers.

Abolition of Article 370 and 35A

Article 370

  • Article 370 of the Indian constitution was abolished in August 2019, which conferred Jammu and Kashmir to have a separate constitution, a state flag and autonomy over the internal administration of the state.
  • Abolition of the same removed the grant of special status to it.
  • A complete lockdown was imposed and communication was suspended in Jammu and Kashmir, to avoid any protests or unrest.

BJD supported the government’s decision to scrap article 370. The BJD MP stated that the freedom, integrity and sovereignty of Bharat Mata are most important for them and this act integrates Kashmir into India and thus the party supports it.
