Air Pollution
All citizen in the land shall comply with the law.
An act providing for a comprehensive air pollution control policy and for other purposes.
Approved on June 23, 1999.
Known as “ Philippine Clean Air Act of 1999”.
To seek to protect our environment from damage caused by air pollution.
Is designed to make sure that all citizens have air that is safe to everyone.
To promote and protect the global environment to attain sustainable development while resolving the environmental problems.
To protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.
To recognizes that a clean and healthy environment is for the good of all and should, therefore, be the concern of all.
To recognizes that the responsibility of cleaning the habitat and environment is primarily area-based.
The State recognizes the principle that "polluters must pay".
a) Formulate a holistic national program of air pollution management;
b) Encourage cooperation and self-regulation;
c)Focus primarily on pollution prevention;
d) Promote public information and education; and
e) Formulate and enforce a system of accountability for short and long-term adverse environmental impact of a project, program or activity.
The right to utilize and enjoy all natural resources according to the principles of sustainable development
The right to breathe clean air.
The right to participate in the formulation, planning, implementation and monitoring of environmental policies and programs and in the decision-making process, especially that may have adverse impact on the environment and public health
The right to bring action in court for compensation of personal damages resulting from the adverse environmental and public health impact of a project or activity

Violation of Standards for Stationary Sources

Second offense – Php 2,000 to Php 4,000
10% fine increase every three (3) years
Php 100,000 per violation per day until standards is complied by the violator
Third offense – one year suspension of the Motor Vehicle Registration (MVR) and a fine of not less Php 4,000 and not more than Php 6,000.
