An embassy is a diplomatic mission generally located in the capital city of another country which offers a full range of services, including consular services.
The functions of a diplomatic mission:
representing the sending State in the receiving State;
protecting in the receiving State the interests of the sending State and of its nationals, within the limits permitted by international law;
negotiating with the Government of the receiving State;
ascertaining by all lawful means conditions and developments in the receiving State, reporting thereon to the Government of the sending State;
promoting friendly relations between the sending State and the receiving State, and developing their economic, cultural and scientific relations.
In some areas their roles have changed, even diminished: the historically important role as the vehicle of communication between governments, for instance, has been overtaken by the many appurtenances of the communications revolution. But in other ways embassies remain as important as ever, including in the role traditionally and coyly described as 'reporting'. Today's intelligence is derived from more sources than ever, but there is still no source as consistently valued as eyes and ears of those on the ground.
Nor has the advocacy role changed. Indeed, as governments and other decision makers become exposed to a widening range of advice and opinion, face-to-face advocacy may have become more important. And of course with ever more people travelling (and governments hyper-sensitive to what they see as their responsibilities not only for ordinary citizens in trouble but for even the most adventuresome of their nationals), demand for consular services has boomed.
Embassies also remain invaluable in advising on and organising visits overseas visits by heads of government and state, parliamentarians and officials, and often business delegations.
As the official representation of Switzerland, the embassy covers all matters concerning diplomatic relations between the two countries. It represents Swiss interests in the areas of political, economic and financial affairs, legal arrangements, science, education and culture.
The embassy promotes the Swiss economy in the host country, Swiss exports and tourism. It establishes contacts with Swiss businesses and provides them with general information and legal advice concerning the economy of the host country. The embassy monitors the economic and political situation in the country and communicates developments that are of interest to Switzerland.
The embassy fosters collaboration in the areas of science, technology and education with the aim of strengthening cooperation between the two countries in terms of research and innovation. It promotes the exchange of ideas between scientific institutions and universities. It also supports Swiss students in the host country and tries to encourage qualified students from the host country to study in Switzerland.
Diplomatic relations between Kazakhstan and the United Kingdom of Great Britain and Northern Ireland have been established on 19 January 1992. The Embassy of Kazakhstan in the UK opened in February 1996. HE Mr Erlan Idrissov has been Ambassador of Kazakhstan to the UK since 2017.
The Embassy operates within the Ministry of Foreign Affairs of Kazakhstan and represents the interests of Kazakhstan in the UK.
The Embassy fulfils the following main functions:
- provision of National interests and implementation of Kazakhstan's foreign policy course in the UK;
- protection of the rights and interests of citizens and legal entities of the Republic of Kazakhstan in the United Kingdom;
- development of co-operation of the Republic of Kazakhstan with Great Britain, assistance for state bodies and public organisations, as well as representatives of business communities in establishing contacts and developing relations with the United Kingdom;
- participation at the preparation of the international agreements of Kazakhstan with the United Kingdom and proposals on signing, fulfilling and terminating the agreements, as well as establishing control over the fulfilment of the agreements between the two countries;
- consular issues;
-other issues.
The Embassy of Kazakhstan in the UK also represents Kazakhstan in the Republic of Ireland and Iceland.
An embassy deals directly with the office of the president back home and their roles include transmitting messages between the two countries. It informs its government of significant political, economic, and social decisions that they feel may affect the relations between the two countries positively or negatively. It oversees the preparation of international treaties and organizes state visits. An embassy also promotes the culture of its home country by holding festivals and trade fairs. An embassy also oversees the military partnership between the home country and the host country when the need arises.
