The emperor is a figurehead of Japan government. The emperor doesn't have many duties and only ever weighs in when its necessary to make a huge federal decision.

The Board of Education is the highest people in education but each school has the power to decide something for themselves individually if it's something small, but when it comes to big policies and decisions thats when the CBE comes in.

Shogun was the military ruler who actually had the power and they were chosen by emperor .

Principals are like the shogun because they are people chosen by the CBE and they have the most power in the school and they know everything that's happening in their school and they also oversee the staff and make decisions for their school.
