The Preamble to the Constitution of UNESCO declares that "since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed".

As a specialized UN agency, UNESCO has been operating in Pakistan since 1958.
The Government of Pakistan recognizes UNESCO as a "long-term strategic partner" in support of achieving Pakistan’s national development plans and priorities.
