provides new exclusive federal protections for sound recordings fixed before February 15, 1972
The AMP Act directs requires SoundExchange to pay royalties to producers and recording engineers upon receipt of "letters of direction” from recording artists who have agreements to distribute a portion of the royalties they receive to any contracted producer who was involved in the creative process of making a sound recording
(i) creates a streaming mechanical blanket license
(ii) creates the Mechanical Licensing Collective to administer the blanket license and make various improvements to royalty rate proceedings
(iii) raises the statutory mechanical royalty rate incrementally over five years from 11.4% to 15.1%
