Historical Events in Special Education

Americans with Disabilities Act

Rehabilitation Act

Mills Vs. Board of Education

This also included sections 501, 503 and 504. This act prohibits discrimination based on disability in any federal agency.

This case made it so students with disabilities could have a public school education.

This is the most sweeping act for people with disabilities in history. It is a civil rights law that protects people with disabilities from discrimination much like the civil rights act of 1964 (which included sex, race, religion, national origin, etc)

PARC vs. Pennsylvania

Education of all Handicapped Children Act (PL 94-142)

This case made it so that students weren't discriminated against in the school setting.

This gave more specific guidelines for students with disabilities to help them receive more meaningful services and help.

This case made it so even those students who hadn't "attained a mental age of 5" could attend public schools.

This was later renamed the Individuals with Disabilities Education Act (IDEA) it includes definitions for Free and Appropriate Public Education (FAPE) and Least Restrictive Environment (LRE) and has since been amended or reauthorized in 1990 and 2004.
