Kublai was born on July 8, 1974 in Cotabato City. He finished schooling at the University of the Philippines with a degree of Fine Arts after which he dedicated his life back to Mindanao, painting and sculpting the culture from where he grew up.
Millan has given Mindanao most of its larger-than-life sculptures. Millan’s works include all 100 sculptures in the four-hectare People’s Park; “The Durian” at the Davao International Airport; some 50 sculptures for the Bukidnon Overview Park; the huge Philippine Eagle perched on top of a tree trunk on Camus Street.
He is also famous for his giant sculpture of the Risen Christ in the biggest church in Mindanao found in Tagum City and the 50-feet tall "ikampalani" (sword) found in Sultan Kudarat, Maguindanao, and more. He is also the artist behind the attraction in Surallah - a one of a kind roundball at the town's center road and larger-than-life sculptures at the municipal plaza all depicting the lives of the tri-people (Lumads, Muslims and Christians) of Mindanao.
