The police tazed the suspect several times, kicked him and hit him a few times.
From what we see the suspect never leaves passive resistance.
After the Officer had given the command he backed away and waited. The suspect did not comply with it so he was tazed by the second Officer. After being tazed the suspect did not flip over still. After this the Officer tazed him again and kicked him in the back several times.
When the video starts we see the suspect on the ground in police control. He was lying in the grass on his back. The Officer tellshim to roll on to his front. At this point before the command, our suspect was not physically resisting the Officer's command. At the moment we can determine that he is in passive resistance.
Based on the video can we see any escalation in the suspect that would require that force?
The first contact comes when the police come on site and start talking to the man the were called to deal with.
