Foster Care vs Orphanages

A look at the differences between the two systems and how they are used in countries and states.

Foster care: period of time in which a child lives with and is care for by people who are not the child's parents or relatives

Orphanages: a home for children whose parents are dead or not able to care for them

  • In the 1600's were the first criminal cases involving child abuse which led to the first care organizations for abused or neglected children
  • Throughout the 1800's new welfare agencies were made to protect and care for children removed from or abandoned by their parents, mainly placed in almshouses or orphanages
  • In the 1900's were the first creations of CPS in conjunction with the foster care system and child protection acts

While orphanages are no longer common place in the United States, they are still the main form of housing and caring for childless parents in many countries in the world. Most eastern European countries still use the system of group institutional housing, as does South America. The majority are state funded and include housing, food, schooling, and medical services. Conditions vary from organization to organization but many countries are in the process of revamping the systems.

While orphanage like care homes can be part of the foster care system, the majority of children end up in individual families, meant to be a temporary solution. Most children are moved to over 2o different homes during their time in the system. Some of the countries that use this syetm are USA, Canada, UK, Japan, Israel, Cambodia, and Australia. Each countries has a differing system however, the princple of the family setting is the common unifier of foster care.
