It is difficult for most African and south Asian countries to achieve SDG 9 due to the dearth of skilled workforce.

Lack of strong policy and institutional coherence:

The lack of clear guidance on policy changes or how the goals ought to be achieved were some of the reported challenges

Lack of access to finance:

Cost of its implementation will be high though it can bring long term benefits.

Unavailability of quality data and technology:

The unavailability and reliability of data were the most often reported challenges in developing countries.
