General Secretary

Under Stalin, arguable the most powerful General Secretary of the CPSU, both the composition of the Politburo and the Central Committee was left to the General Secretary.

Composed of 11 members.

Theoretically, the role was to direct the Party with a mandate only concerning the Party.

In reality, it made all the major decisions and oversaw all the operations of the Party, through the Central Committee, Supreme Soviet, and the Party Congress.

  • Exchanged information with regional party organizations and directed their activites.
  • Assumed all paper processing within the Central Committee and correspondence with regions.
  • Responsible for the day-to-day administration work of the party.

Ministries were represented by their ministers in a collective executive body – the USSR Council of Ministers. The council of ministers had 90 members and included the usual complement of government leaders with non-production responsibilities (internal and external affairs, finance, defense, health, education and welfare)

  • consisted of a chairman, his 15 deputies (one from each republic of the Soviet Union), a secretary, and 20 members
  • The Presidium was accountable to the Supreme Soviet of the USSR for all its activities.

Central Committee

Made up of 350 members, the primary job was to elect the Political Bureau of the Central Committee of the Politiburo, composed of the top members of the Central Committee.

The Supreme Soviet of the Union included 767 members. One of the chambers of the Supreme Soviet, The Soviet of the Union is elected by the citizens of the U.S.S.R. according to electoral areas on the basis of one deputy for every 300,000 of the population.

Made up of 5000 members. It's most significant job was to elect a Central Committee, made up of delegates elected at a Party Congress, which would theoretically make decisions for the Party between congresses.

Meetings were held anywhere between 1 and 5 years

The Supreme Soviet had all legislative power of the USSR- it was the only branch that could pass constitutional amendments. It appointed commissions of inquiry and investigation on any matter. It elected the Presidium, formed the Council of Ministers, the Supreme Court, and appointed the Procurator General of the Soviet Union

Known as the "majority" party; comprised of mostly young members, many of which were industrial workers, others were gentry and uprooted peasants.

The Soviets of Working People's Deputies:

grew and attained strength as a result of the overthrow of the landlords and capitalists and the achievement of the dictatorship of the proletariat, constitute the political foundation of the U.S.S.R.

Annexation- Over the course of the U.S.S.R.'s 72 years of existence, the republic's borders changed many times. A large part of what is now Western Ukraine was annexed by Soviet forces in 1939. In 1954, the area previously known as Russian Crimea was added to the U.S.S.R.

Freedom was the one thing that people lost. The people of Russia had to read what the state allowed, see what the state allowed and listen to what the state allowed.
